Overview

The Emergency Home Energy Assistance Program (HEAP) helps low-income households in New York State who are experiencing an energy-related crisis. This includes situations such as a utility shutoff, imminent fuel shortage, or broken heating equipment. The benefit is designed to prevent loss of heat during the cold season and to restore essential utility services in urgent situations.

Emergency HEAP is administered by the New York State Office of Temporary and Disability Assistance (OTDA) and opens on January 2, 2025.

Eligibility

  • Heat-related emergency (utility shutoff, no fuel, unsafe heating equipment)
  • Live in New York State and pay energy bills directly to a utility or vendor
  • Meet income and resource limits (e.g., $5,838/month for a household of 4)
  • Available liquid resources below $2,500, or $3,750 for vulnerable households

How to Apply

  1. In Person: Visit your local Department of Social Services (DSS) office.

Required Documents

  • Proof of identity for all household members
  • Proof of residence (e.g., lease, utility bill)
  • Recent utility bills or delivery slips
  • Proof of income (last 30 days)
  • Documentation of the emergency (shutoff notice, fuel level, repair estimate)

Additional Notes

  • Households may qualify for more than one emergency benefit if new emergencies occur (e.g., both electric and fuel).
  • Broken heating systems may qualify for the Heating Equipment Repair or Replacement (HERR) benefit.
  • In summer, eligible households may apply for Cooling Assistance if medically required.
